The water is terrible, poison even. The poverty level is sky-high, and the people are destitute. Work is scarce, and the outlook there is not good at all. That being said, is it a prime investment situation?

Is it worth it to buy the houses people sell while trying to move to another place where the water is able to be consumed? Or is it a bad investment since they may never fix the water and no one would want to live there?

Good question, nobody can predict the future but if you guesss the correct future of the city you could make a profit. Kind of like how houses are going for dirt cheap in detroit and a lot of people are moving out of the city. Buy a house, fix it up, resell for profit if the property values ever go up. I would take a low budget risk like that.
